In 2006, DeakinPrime was engaged to develop an extensive online induction program, called The PoMC Online Contractor Induction series, for the Port of Melbourne Corporation (PoMC). The online induction program was designed specifically for contractors requiring knowledge of the Port of Melbourne prior to commencing off-site work. The intention of the program was to ensure contractors had access to important information and to satisfy all compliance obligations.

The Port of Melbourne Corporation is the strategic manager of Australia’s largest container and general cargo port. Handling around 36% of the nation’s container trade with more than 3500 commercial ship calls to the port each year, the Port of Melbourne provides access to more than 300 ports of call across the globe.

A major strategic asset of the Victorian economy, the port is an important trading gateway handling over $ 90 million in exports on average every day and generates employment for tens of thousands of people, directly and indirectly, through the wider logistics industry across metropolitan Melbourne and regional Victoria. Approximately 37% of all commodity trade handled in the port was exported, indicating the important role the port plays in supporting regional export industries in Victoria and south-eastern Australia.

The induction series consisted of 10 individual online modules, including General Overview, Occupational Health Safety and Environment, and Security, which are compulsory for all contractors. Also in the series were seven project specific modules such as Water Activities, Corporate Office, and Road and Rail. For example, the content covered in the Road and Rail module required participants to understand the rules and regulations for working on PoMC roads and railways.

The courseware included interactive activities such as leaner checks, factoids and simple quizzes to validate the participants understanding of the module content.

As part of the series, an animated Harbour Master character was developed and incorporated. The purpose of the animated character was to inform and highlight important information.

PoMC Online Induction

The online induction series allowed the management and delivery of learning content and resources to participants, anytime and anywhere.

The program was supported by the Prime Online Manager (POLM), which is a web-based Learning Management System (LMS). The system allowed the client administrator(s) of the program to register and manage a participant’s progression, create general and project specific announcements and generate reports. The system also allowed participants to view, enrol and undertake their assigned modules.

A pilot test of the three core modules was conducted with Port of Melbourne contractors taking part. The majority of participants agreed that the modules were easy to understand and the learner checks and assessment activities were relevant to the content of the modules.
